Elecciones en El Salvador

RESULTADOS DEL PROCESO ELECTORAL EN EL SALVADOR.

El pasado 16 de marzo se realizaron elecciones municipales para elegir 262 consejos municipales y 84 diputados a la Asamblea Legislativa.
El espectro político estuvo conformado por 11 partidos políticos ubicados desde la izquierda, derecha y centro (ubicándose en el centro unos mas orientados a la derecha y otros a la izquierda)

Estos son: ARENA, PCN, PPR, FMLN, PMR,PDC, CDU,AP, FC,PAN, PSD
-DERECHA: ARENA, PCN
-IZQUIERDA: FMLN
-CENTRO (unos mas orientados a la derecha y otros a la izquierda): PPR, PMR,PDC, CDU,AP, FC,PAN, PSD

Con excepción de ARENA y PCN, en algunos municipios algunos partidos formaron diferentes coaliciones. Mientras que a nivel de diputados tanto ARENA, PCN, FMLN participaron solos, el resto de partidos formaron coaliciones en algunos de los 14 departamentos.

RESULTADOS PARA ASAMBLEA LEGISLATIVA ( 2003-2006)
-FMLN: 31 diputados (as)
-ARENA: 27 ¨
-PCN: 16 ¨
-PDC: 5 ¨
-CDU: 5 ¨
-El bloque de derecha ( ARENA y PCN) podrán seguir aprobando leyes por mayoría simple ( 43 votos). Con la mayoría simple se aprueban leyes,, reformas, decretos, a excepción de la elección de funcionarios de segundo grado, prestamos, tratados internacionales y reformas constitucionales que requieren la mayoría calificada ( 56 votos)
-Para la mayoría calificada se necesitan 56 votos. Por lo que se debe de generar procesos de negociación y concertación entre ambos sectores.
-Cuando comparamos los actuales resultados con los del 2000 ( Actual asamblea), la correlación entre la derecha e izquierda se mantiene igual, el PCN es el partido que ha aumentado su cuota de diputados, restándole diputados a ARENA y a otros partidos pequeños .

RESULTADOS PARA CONSEJOS MUNICIPALES.

-ARENA: 111 alcaldías (42.3 %)
-FMLN : 74 alcaldías (28.2%)
-PCN: 53 ( 20.2%)
-PDC: 18 ( 6.8%)
-CDU: 4 ( 1.5 % )
-PAN: 1 ( 0.3 %)
-PPR: 1( 0.3 %)

-En comparación a los resultados del 2000, ARENA perdió 15 municipalidades y no logro recuperar, a pesar de la campaña millonaria, alcaldías importantes como la de SAN SALVADOR, Santa Tecla, Soyapango.
-Con un descenso no tan marcado el FMLN perdió 5 alcaldías en relación a los resultados del 2000. De las 74 ganadas por el FMLN, 12 fueron el resultado de alianzas locales con partidos de centro
-En San Salvador, ha sido la ciudad en donde la batalla fue muy reñida entre ARENA y FMLN, obteniendo los siguientes resultados: FMLN: 59,310 votos ( 49.57% ) ARENA: 49,993 votos ( 41.78%)
-De acuerdo al Código Electoral son 6 partidos que desaparecen por no haber alcanzado el mínimo de votos, estos son: PSD,PAN, PMR,PPR, AP, FC.
-Sólo quedando en el escenario político de cara a las próximas elecciones presidenciales: ARENA, FMLN, PCN, PDC, CDU.
-El Nivel de abstencionismo bajo del 65 % ( 2000) al 59-60 % ( 2003)
-Las principales ciudades en donde se concentran la mayoría de votantes quedo de nuevo en poder del FMLN.
-La derecha encabezada por ARENA y PCN tienen mayor dominio en las áreas rurales.

VOTACION OBTENIDA A NIVEL NACIONAL POR LAS DOS PRINCIPALES FUERZAS POLITICAS.

En estas elecciones el FMLN incremento su numero de votos en 48,000 y supero en más de 28.000 a ARENA.
-Actualmente ha salido a la luz publica una serie de contradicciones internas al interior de ARENA, hay sectores que están pidiendo cambios en la máxima dirección del partido ( COENA), así como responsabilizando al actual presidente por su mal manejo de la política nacional y su poca capacidad de consensuar y negociar situaciones como la actual crisis en el sector salud, haciendo ver que este factor así como el hecho de que actualmente ARENA es conducido por la clase financiera-empresarial del país, han sido los causantes de los resultados para ARENA.
-Muchos sectores de la sociedad civil han manifestado su preocupación ya que se percibe que estos resultados han venido a polarizar entre las dos principales fuerzas del país, lo que podría en algún momento dificultar un proceso de gobernabilidad.
-Anivel nacional la derecha como modelo sigue teniendo la mayoría de votos, lo cual deberá de servir de insumo y análisis al resto de fuerzas políticas de cara a las próximas elecciones presidenciales en marzo 2004.
-El nivel de abstencionismo bajo en un porcentaje mínimo. Más del 50 % de la población no acudió a votar. Se menciona que de nuevo son los votos duros de los diferentes partidos que acuden al llamado electoral.
-De nuevo se evidencian las fallase en el sistema electoral salvadoreño, fallas que se vienen mencionando posterior a cada proceso electoral y que no se percibe que se quieran corregir, entre ellas tenemos: Depuración del padrón electoral, voto residencial, voto de salvadoreños en el exterior ( Hay mas de 1 millón en el exterior), despartidizacion de los órganos electorales, implementación del Documento único para ejercer el voto, etc. Estas son parte de las reformas electorales que se vienen hablando y discutiendo posterior a Los Acuerdos de Paz. Es evidente que el sector de derecha siempre se ha opuesto o ha puesto dificultades en la Asamblea Legislativa para implementar estos cambios.

Writers & Friends in Kingston on March 23, 2003

Kingston Friends of Horizons “Celebrated Spring” in the company of some of Canada’s most engaging writers on Sunday March 23, 2003, at Kingston City Hall. The 7th Annual Writers & Friends event featured readings, music, culinary delights compliments of many of the finest chefs in the Kingston region, book signings and a silent auction.

In attendance was Giller Prize recipient, Trillium Award nominee and Commonwealth Literary Award winner, Austin Clarke; along with acclaimed authors Michael Crummey, Charlotte Gray and Helen Humphreys. Special musical guest was singer-songwriter Lynn Miles. Kingston’s Friends of Horizons are delighted to announce the success of their 7th Annual Literary afternoon which took place Sunday March 23rd at Kingston City Hall, featuring outstanding guests:

~ Austin Clarke, one of Canada’s most accomplished and respected writers. The Barbadian born author of ten novels and five short story collections is an Order of Canada recipient and winner of the prestigious Giller Prize for The Polished Hoe, a novel about memory and the tragedy of the Caribbean diaspora. It was recently announced that Mr. Clarke had just won this year’s Commonwealth Award for Literature as well and was nominated for a Trillium award.

~ Michael Crummey, the young Newfoundland writer who first won notice for his short stories and poetry. His debut novel, River Thieves, hailed in 2001as an exceptional work of historical fiction about the British settlement of Newfoundland, continues to garner prizes and awards.

~ Charlotte Gray, award winning writer, columnist and biographer of Sisters in the Wilderness (about Susanna Moodie and Catharine Parr Traill.) Her new work, Flint & Feather: The Life and Times of E. Pauline Johnson, Tekahionwake, explores the appeal of the Mohawk writer who was Canada’s first diva.

~Helen Humphreys, an acclaimed poet, and a prizewinning novelist for Leaving Earth (Toronto Book Award) and After Image (Rogers Writers’ Trust Fiction Prize 2000). Her third novel, The Lost Garden, about love and longing in wartime England is a best seller, and a finalist for Canada Reads 2003.

We were delighted to have the participation of Ottawa born singer, songwriter and international recording artist Lynn Miles, whose CD Unravel was recently released. She was accompanied by Keith Glass.

The afternoon of “literary schmoozing” began at 1:30 pm with readings by the guest authors, music, delectables by some of the region’s finest chefs, book sales, signings and a Silent Auction of specialty art and craft items from all over the world. All this on behalf of Horizons of Friendship’s work with communities and families in Central America. Funds raised by Writers & Friends help to address problems caused by continuing drought. Critical food shortages have compounded hardships for impoverished communities trying to rebuild after recent natural disasters in El Salvador, Honduras, Nicaragua and Guatemala.

Visitor from Honduras to Speak on Women’s Issues

(Cobourg, ON) Maria Elena Mendez, Executive Director of the Centre of Studies for Women in Honduras (CEM-H) and a Professor at the National University of Honduras in the Faculty of Social Work will visit Cobourg on a ten-day Canadian tour hosted by Horizons of Friendship. From March 16 to March 25, 2003, Maria Elena Mendez will speak with diverse groups in Ontario including University and High School students as well as faith-based and non-governmental organizations.

Her presence in Canada soon after the commemoration of International Women’s Day, is part of Horizons of Friendship’s Community Outreach Program, which seeks to motivate Canadians to understand the root causes of poverty and injustice and be active regarding global issues. Maria Elena Mendez will use her vast experience working in the area of Gender and Development, to speak about the present social/political context in Honduras, the reconstruction phase following hurricane Mitch, the regional impact of the current drought, and her experiences with CEM-H around Gender and Citizen Participation. While in Canada she will reinforce the importance of international solidarity and highlight issues relevant to people both in the North and South. In Cobourg Maria Elena Mendez will be speaking at Trinity United Church on Monday, March 17 from 7:00 pm to 8:30 pm; this event is open to the public.

Horizons of Friendship is a Canadian non-profit international development organization located in Cobourg, Ontario supporting community development projects of 17 partner organizations in Central America and Mexico. One of Horizons’ partner organizations is the Centre of Studies for Women in Honduras (CEM-H).

CEM-H is a feminist organization, working primarily in the promotion of human rights, especially the rights of young women. The organization engages in public work, education and leadership training, supports the organizing of women and women’s networks and research and documentation on gender issues.
